Zoning ordinances are among the most consequential government documents in American life. They determine what can be built where, how tall buildings can be, where businesses can operate, and — historically — who can live in which neighborhoods. Yet they are among the least accessible public records.
The Internet Archive preserves digitized zoning ordinances from cities and counties across the United States, many of which were scanned from paper originals that are no longer readily available from local governments.
For urban planners, journalists, and housing researchers, these documents are primary sources for understanding how American cities evolved — and how zoning decisions made decades ago continue to shape housing affordability, segregation patterns, and economic opportunity today.
